Yes, this is a George R.R. Martin thing.

In his world, the land of Westeros is ruled by a group of powerful men, each of them powerful lords of noble Houses. Picture the situation of England at the time of the Wars of the Roses, with powerful families fighting to sort of who would be king. Add a complex history, a large number of powerful and ambitious Houses, and an exiled royal dynasty eager to return and regain power.

Many of the main characters are of House Stark. House Targaryen is the House of the exiled and murdered former king (who was an insane and murderous pyromaniac). His son and his son's family are intriguing characters, though they have been dead for some time, and one of the most interesting characters in the book is the last living Targaryen, a girl named Dani, who is busy conquering the world with an army of slaves, exiles, and dragons. But she hasn't got to Westeros yet.
