Stranger

Bizarre things were happening daily. Gwen Cooper saw it all. The army did what the police used to do; policemen were being seconded into the army. PC Andy said they were forced to do unspeakable things, but he wouldn't say what.

On street patrol, Gwen saw frightening creatures on Cardiff streets - humanoid carnivores with fangs and roving eyes. Sometimes she noticed strange lights in the sky. Rhys drank heavily, hiding his fear.

One night she saw a man in a greatcoat, with a strange device in his hands. She was fascinated.

He saw her watching him, and winked.

I rather like the scenario: Gwen knocking around in a harsh world, with no Torchwood to back her, and so much to be done.
