The Long Game
Queen Victoria suspected that this Captain Jack Harkness was a rogue, but he had knowledge of use to the Crown. He was an American adventurer. They were all rogues.
"You have visited other planets?"
"Yes, ma'am," he answered respectfully. Someone twittered. Victoria glared. There was silence.
"You have known aliens?"
"Intimately, ma'am."
A scoundrel, with an amusing glint in his eye. She ignored it. "You have met the Doctor."
"I have, ma'am."
"Very well. You may help me set up Torchwood for the glory of the Empire."
The clever blue eyes raised themselves to meet hers, smiling. "My pleasure, ma'am."

Victoria knows aliens are a serious business. I can just picture the coversations when the other people present go home that night to tell their husbands: "This man said he'd been to other planets, and the Queen actually believed it!"
