I mean... Chris Ecceslton is _powerful_. David Tennant is amazing in his own right, but he seems a weakling after that - and they wanted to put the idea that he's "strong" firmly in the viewers' minds.
Gah... I will NOT watch on till the end of season 1, or else I would be totally incapacitated at work tomorrow. But I wish...

In any case, Jack has power on a human scale. The Doctor has power on another scale entirely. Even if you discount his abilities and his personality, he has knowledge beyond compare.

Yes - especially when he spent half "The Christmas Invasion" in bed unconscious. Lovely suspense - love it when he does wake up and takes care of everything, and gets angry with the Prime Minister.
I'm not sure if his strength and power showed so much in New Earth or the next few episodes, but they'd set the stage and it was time to work on his relationship with Rose and other plot points.
