Richard Lederer is the author of several fun books on language and wordplay. Perhaps they co-authored a book together and didn't ascribe each individual sentence to one or the other... (The volume you're reading sounds quite interesting!)
Now that you mention it, that twigs a memory - I got one of his books for someone for Christmas once. And read it before I gave it to him, quickly.
Yes, it is interesting, not quite up there with Fowler of the Oxford series but well presented, sensible and clear. It explained a few issues of punctuation I really really didn't know, like whether to use Ms or Ms., or Mr or Mr., and why - or why not.
