Homecoming

For the second time, Captain Jack Harkness was exterminated by Daleks, and lived to tell the tale.

This time, the Doctor didn't leave him there.

Long ago, on the TARDIS, Jack found love and commitment. Now it was full of newcomers - Jack loved them, but he didn't belong among them. Time took its toll: this wasn't his place any more.

Jack went back to the rainy Plass with his useless vortex manipulator. He rode the Invisible Lift with anticipation and pride. This was the fortress he had made for himself: his planet, his team, his headquarters, and his home.

I still can't figure out why the Doctor disabled the Vortex Manipulator again, seeing as how Jack used it to save him and the Earth. But the Doctor's mind wasn't entirely settled at that moment and I'll allow him a couple of mistakes...

The Doctor seems to be a bit of a control-freak where Jack is concerned. And Jack indulges him. I don't understand the Doctor's reasons, but it seems he wants to keep his eye on Jack. Which is fine as far as I'm concerned, as long as Jack doesn't seem to mind. I figure he can always fix the vortex manipulator if and when he needs to, like he did before.
