1. Toshiko Sato. Even Jack, king of the good hugs, doesn't hug her enough.
   
2. The Doctor. He's just so good at it - and seems to have loneliness problems. Ironic, for a man who's loved by so many.
   
3. Donna Noble, because she's been forced to forget the best part of her life and doesn't even know it.
   
4. As far as I'm concerned, Ianto Jones always needs a hug from Jack, and doesn't get them nearly enough.
   
5. Jack Harkness - he may be the hug-magnet of the galaxy, but he desperately needs a hug from the Doctor and hasn't received one in a very long time.
