Unless for some reason Jack didn't want to say it was Torchwood, and his reasons for that were complicated. But why would that be? It's a nice exercise for curiosity regardless of what kind of answer we imagine.

Maybe. And Jack wanted to protect her from the truth? That would probably fit what we know and see. Jack thinks Gwen isn't ready for the truth; Ianto thinks she is.
