Well, the Doctor, I suppose. Jack obeys the Doctor implicitly and completely, and the Doctor has stopped him from travelling in time, so maybe Jack's keeping the project under wraps.
But he is also building a TARDIS. (Not that he's told the others.) So Jack does have... plans for the future.
