I DO wonder, however, if has papers etc in modern UK but erased their existence from the record books somehow. After all, he's lived from 1869-2007 but there's no record other than his 1941 first time around visit?
He may have papers under many different pseudonyms which he no longer uses. We know he used the name "Captain Jack Harkness" twice in the 1940s: the time he met the Doctor in 1941 and the time he met Estelle in 1944. Beyond that... He could have used that name, or others.
Taking the novels as canon, I accept (because it's a detail I like) that Jack has no driver's license. As for other records - faked or erased from the record - we'll just have to see if any hint of them appears.
Obviously, however he has handled it, Jack has been very careful to stay out of the reach of officialdom.
