Yes, I think so. And I can live with that, quite happily! Partly because, as a fan, I have the right to emphasize what I like and de-emphasize what I don't.

But even more, because Davies' vision of the characters and situation is necessarily fluid - it's one of his great strengths as a writer and creator. The situations in the series are not static - they are evolving to such an extent that I realize how static they are in many other TV shows, how refreshing it is to see the characters in the show grow and evolve, while still being true to themselves.

So when Davies (or Agyerman) says Martha has outgrown the Doctor, what they really mean is that she has grown within herself, independently of the Doctor. That, I agree with.

It's all semantics.
