Gwen assembled the team in the Board Room. "It's been a week, and we can't find Jack. We stop looking now. If he wants to stay hidden, he will. If he wants to come back, he will. Meanwhile Torchwood has work to do."

"Can we? Without Jack?" asked Owen.

"Why not? Toshiko's computers have the high-tech info. Ianto has a century of research files. What we don't know, we can learn."

"Who appointed you leader?"

"Does Tosh want the job? Does Ianto? Do you?" Tosh and Ianto hastily muttered, "No!" Owen hesitated, and said, smiling, "Congratulations! You're it, then, Captain."

I've wondered a lot about that conversation, particularly about how it would have been decided that Gwen, not Owen, would be in charge. Was there a power struggle or did it just sort of... happen? I find your scenario very plausible, though I do wonder what's behind Owen's smile. :)

Owen often has mixed feelings and ambiguous agendas. We're still not far past his loss of Diane and his hospitalization after the Weevil fight. Owen is still sorting himself out.

Might be fun to explore in more depth.
