Could be. But I must say that I like the romantic idea that Jack kisses him simply because he wanted to. He was saying: "You've messed with me and with Torchwood and betrayed me for another lover but I don't care, I love you anyway." I may not be big on the Jack/Ianto relationship, but it has its lovely moments.
